If contacts sre not syncing in your MacBook, go to the System Preference or iCloud and stop syncing. Then wait for a couple of minutes and start syncing again and make sure that the box is checked beside contacts. You can also try signing out of iCloud and then sign in again.

If the toggle next to Contacts is already turned on, disable it for a few seconds, then enable it again to enable iCloud sync again.
