Try restarting Apple watch

Functionality of walkie talkie might have been deleted, download from Apple watch Appstore

Try turning Facetime switch off and then back on

Go to settings> Facetime

Sign in with your Apple ID

Make sure that you and your contacts have facetime installed on iPhone
